The Committee members, among other issues, suggest raising the overall appropriation to the Ministry of Defence of Ukraine from UAH 9,782.4 million (1.2% of GDP, or 61.3% of the required amount) proposed in the Draft Budget to UAH 15,962.1 (1.97% of GDP). This is considered to be well justified in the Budget Inquiry, so that the general financial resource for Ukraine's Armed Forces makes available at least UAH 13,883.7 million, accounting for 1.71% of GDP.
Following scrutiny of the Bill (Reg. No.4000), the People's Deputies call for the adoption of the proposals concerning the increased expenditure towards the development, purchase and modernisation of armament and defence equipment from the UAH 831.1 million envisaged in the Draft Budget to UAH 2,142.4 million, thus reflecting the justified requirements..
From this sum it is proposed to allocate UAH 436.1 million towards the construction and acquisition of AN-70 aircraft, UAH 140.4 million towards the provision of Special Operational Forces; UAH 51.7 million towards the development and acquisition of Aviation and Air Defence Automated Control Systems; UAH 44.2 million towards domestically produced Digital Communications; UAH 36.5 million towards 3D Circular Scan Radars, UAH 94.5 million towards construction of a multi-purpose Missile Complex; UAH 48.6 million towards the building of a Corvette-type Ship; UAH 8.9 million towards modernisation of MiG-29 aircrafts, UAH 7.4 million towards modernisation of Su-25 aircraft, UAH 15.2 million towards modernisation of Mi-24 helicopters; and UAН 31.0 million towards construction of an Aviation Monitoring Complex.
The Committee also recommends that the Budget Committee should take into account the proposals for increasing the expenditure to UAH 246.3 million for the disposal of conventional ammunition and liquid propellant components (projected are UAH 2.8 million accounting for 1.1% of required amount); up to UAH 163.0 million of subventions to the local budgets (State expenditures) towards transferring the housing and socio-cultural facilities belonging to the Ministry of Defence of Ukraine to communal ownership (projected are UAH 110.0 million accounting for 67.5%),
The Committee has approved the proposals for increased financing in the coming year for the construction (acquisition) of housing for military personnel of the Ukrainian Armed Forces, totalling UAH 468.9 million, and UAH 65.0 million towards the acquisition of the Kolchuga-M ESM System
The Committee further recommends that the Budget Committee takes note of the relevant proposals for increased financing in the forthcoming year for the Central Intelligence Directorate at the Ministry of Defence of Ukraine, the Security Service of Ukraine, Ukraine's Foreign Intelligence Service, the Special Communication and Information Protection State Service of Ukraine, the State Guard Agency of Ukraine, and the Ministry for the Industrial Policy of Ukraine.
