On Monday 24 September, the Chairman of The Verkhovna Rada of Ukraine O. Moroz met with Mr William Miller, the former Ambassador Extraordinary and Plenipotentiary of the USA to Ukraine.
At Mr W. Miller's request, the Chairman of The Verkhovna Rada of Ukraine commented on the current situation in Ukraine. 'Ukraine has never experienced anything like this reactionary twist, from Democracy to Authoritarianism, from respect for the Constitution to its neglect. This is a major threat,' stressed O. Moroz., also adding that 'my major concern is that The President stands behind these destructive processes.'
O. Moroz remarked that 'The President needs chaos, not election', to find grounds for approving a revised Constitution at a Referendum in order to extend the powers of the First Official of the Country. 'Preparations for falsification of election returns are in full swing. The plan was to allow only three political forces into Parliament, so that consequently 'Our Ukraine' and the Party of Regions would divide the power through bringing together the interests of business organisations, leaving The Yulia Tymoshenko Bloc in opposition,' said Moroz, who went on to suggest another possible scenario. He said that by means of another option, a Coalition will be created by The Party of Regions and BYuT for the purpose of 'fighting over The President's post.' 'However, the latter is an unlikely scenario,' he added.
The Chairman of The Verkhovna Rada of Ukraine is most concerned at the additional 5.7 million ballots, in the names of Ukrainians residing abroad, being introduced in favour of one of the political forces.
Bearing in mind the artificially manipulated grounds for election, a strong employment of administrative resources, and possible attempts to effect a scenario with an announcement of the newly elected Parliament powerless, one can hardly describe this campaign as unbiased, stressed O. Moroz.
Offering his projections for the campaign outcome, O. Moroz remarked on the objective chances of having the current Coalition preserved, resulting from the election race, with its extension due to 'Our Ukraine' joining it. However, moves by The President's Secretariat and Viktor Yushchenko´s entourage, will prove decisive for the outcome.
W. Miller, in his turn, understood the extremely complex task faced by Ukraine´s leaders, namely that of finding a legitimate Constitutional compromise.
