The adoption of the Bill (Reg. No. 3470) is caused by the necessity of coordination between the regulations of the effective law and the regulations of international legal acts in the field of nuclear energy exploitation.
In particular, the license on nuclear energy exploitation should include the following requirement for the business entities: the physical protection of the nuclear installations, nuclear materials, radioactive waste, and sources of ionizing radiation. The enumeration of the sources of ionizing radiation, the exploiting activity of which is not subject to licensing, should be coordinated with the central body of executive authority in order to secure the implementation of State policy in the fields of the public health, sanitary and epidemic conditions. According to the Bill, the licensing activity aims at the issue of the certificates on transportation of the radioactive materials and at the obligatory legal permission for the transportation of the radioactive materials. The business entities should inform the citizens and their associations about the security during the performance of the activity, the conducting of which is confirmed by the licensing document, etc.
