These proposals are included in the Bill 'On Amendments to the Land Code of Ukraine' (re sale procedure for land in Public and Municipal Ownership), under consideration by the Agrarian Policy and Land Relations.

The legislative initiator has drawn up a Bill (Reg. No. 4035) to fulfil Clause 39 of the Ukraine/EC Action Plan Implementation Steps in 2006, adopted by the Regulation of the Cabinet of Ministers, issued on 27 April 2006.

The Bill envisages amendments to Clause 82 of the Land Code, according to which 'legal entities, incorporated under the legislation of Ukraine, are entitled to acquire in ownership land which is acquired under Civil Agreements; where said land is included in the authorised fund by the founders of said legal entity; by right of succession; or where any other grounds arise, which are not prohibited by law'.

.According to the Bill, 'legal entities incorporated under the legislation of foreign countries are entitled to acquire in ownership non-agricultural land within built-up areas, providing that they buy immovable property, or are intending to construct facilities from which to conduct business or any other activities in Ukraine which are not prohibited by Law; and outside inhabited localities, provided that they buy immovable property'.

Passing of this Bill, its authors say, will enable legal regulation of the issues dealt within it.
