The Bill suggests introducing electrical energy production scheme including operations with raw materials supplied by customer according to the foreign economic contracts, which will provide the loading of the gas-and-oil burning power-generating units of the thermal power plants and, according to the people´s deputies, will not cause "the distortion of the electrical energy market wholesale price and, correspondingly, of the power rates for internal use, and will also create necessary conditions for the expansion of the export potential of the joint power system of Ukraine."
Thus, changes are being made to the paragraph 15 of the effective law, according to which the purchase and sale of the electrical energy, produced by the gas-and-oil burning power-generating units of the thermal power plants with the fixed power range 300-800 mw due to the operations with raw materials supplied by customer in foreign economic relations in amounts that exceed planned figures of its sale, determined by electrical energy and fuel projected balance, approved in established order for the current year, is permitted to be performed beyond the electrical energy wholesale market.
The paragraph 151 is supplemented with the corresponding statement concerning the inapplicability conditions of the generally established order of the performing calculations for the electrical energy, produced with such equipment and in such conditions. The Cabinet of Ministers of Ukraine is in charge of developing and establishing the order of performing calculations for this electrical energy.
