Participants of the meeting granted a hearing to Prosecutor General Vitalii Yarema, Minister of Internal Affairs Arsen Avakov, and Chairperson of the Security Service of Ukraine Valentyn Nalyvaichenko about pre-trial investigation of crimes against humanity, life, and health of civilians during peaceful protests during November 30, 2013–February 22, 2014 committed by law-enforcement bodies and other persons.
Opening the meeting, Chairperson of the Committee on Legislative Support of Law Enforcement Andrii Kozhemiakin said that lately in mass media, on the streets, in the ATO area, and here in the Parliament there have been messages about inactivity of prosecution authorities, militia, and the Security Service of Ukraine on investigating crimes against humanity during peaceful protests during November 30, 2013–February 22, 2014.
The Chairperson of the Committee said "no matter how anybody would want to block investigations against the former regime, we will not let this happen. We have enough materials that point to hirers, organizers, and committers of crimes against humanity during the Maidan".
A.Kozhemiakin hopes that the time will come when prosecutors of the International Criminal Court will deal with those who obstructed the investigations against humanity.
The Chairperson of the Committee also claimed that those workers of law-enforcement bodies who used force and special means against the will of doctors and medical personnel have not yet been dismissed.
Chairperson of the Committee on Corruption Prevention and Counteraction Yehor Soboliev said that results of work of law-enforcement bodies "are very low" and called leaders of law-enforcement bodies to "use their last chance" and apply all efforts to complete investigations of all cases connected with mass shootings of peaceful Maidan protesters.
Prosecutor General of Ukraine Vitalii Yarema informed that the Department of special investigations has been formed at the Prosecutor General's Office; and it deals exclusively with investigations of crimes against the Maidan. V.Yarema informed that 12 separate episodes are being investigated in the case of crimes against the Maidan.
Minister of Internal Affairs Arsen Avakov informed that tens of criminal proceedings have been opened; six proceedings on missing participants of mass protests on the Maidan are being investigated.
Chairperson of the Security Service of Ukraine Valentyn Nalyvaichenko claimed that the issue on introducing a tribunal requires legislative resolution.
Members of the Committees said that pre-trial investigation of crimes against humanity, life, and health of civilians during peaceful protests during November 30, 2013–February 22, 2014 committed by law-enforcement bodies and other persons is being carried out inefficiently and with serious violations of terms of investigation.
People's deputies suggested that the Prosecutor General's Office, Ministry of Internal Affairs, and the Security Service of Ukraine apply measures in order to determine and bring to criminal responsibility persons who committed crimes against peaceful civilians.
Participants of the meeting suggest creating a single interdepartmental investigation group on leading and investigating crimes committed against peaceful civilians during November 30, 2013–February 22, 2014.
