Committee members scrutinized the bill in the repeated second reading. In
particular, the amendments that were received 14 days after the bill was recommitted
to the Committee for the repeated second reading. The amendments were referred
by the people’s deputies S.Kilinkarov, D.Andriievskyi, V.Saldo and V.Pylypenko.
Following the results of consideration, the Committee took into account 29
suggestions and rejected 7 of them. The bill suggests determining main legal, economic, social, environmental, humanitarian and organizational principles of state regional policy as a component of Ukraine’s domestic policy.
The bill determines the goal and main principles of state regional policy and stipulates that “associations of regions, districts (or their parts), towns, villages and townships might be the objects of state regional policy.
The President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of the Autonomous Republic of Crimea, central and local bodies of executive power, as well as bodies of local self-government are the subjects of state regional policy.”
The bill suggests determining powers of subjects of state regional policy; central bodies of executive power; the Council of Ministers of the Autonomous Republic of Crimea as well as that of oblasts, of Kyiv and Sevastopol city state administrations; regional, town, township and village councils in the sphere of state regional policy.
