The Committee on Family Matters, Youth Policy, Sports and Tourism considered the issue of fulfilling legislation requirements on the part of the Cabinet of Ministers regarding protection of children’s rights of Donetsk and Luhansk Oblasts, including securing their safe evacuation from the zone of military operations and military conflicts and their accommodation on the peaceful territory

The people’s deputies took into consideration that similar issues have already been considered during one of the Committee’s meetings in July, this year (see: http://iportal.rada.gov.ua/news/Novyny/Povidomlennya/95688.html). Committee’s recommendations were sent to the respective bodies of executive authority. Thereat, the people’s deputies noted that some issues pertaining to securing safe evacuation of children from the zone of military operations and military conflicts still remain unaddressed.

Having considered information provided by the ministries of social policy, internal affairs, defense, science and education, public health, as well as the Prosecutor General’s Office and the State Service of Emergency Situations, Committee members noted that central and local executive authorities take certain measures to protect children’s rights in Donetsk and Luhansk Oblasts. As of August 25, 2014, 114, 983 persons, of which 39, 111 - children, were moved from the ATO zone.  

At the same time, Committee members believe that the Ministry of Social Policy, responsible for formation and implementation of state policy on matters of family and children, “does not attach attention to ordinary families with children and young charges.”

It was noted that as of September 1, 2014 no governmental regulatory legal act on the abovementioned problematics was adopted. Committee members deem that this complicates the process of safe evacuation of children from the zone of military operations and military conflicts and their accommodation on the peaceful territory.   

Following the results of discussion, the Committee approved several recommendations to the Cabinet of Ministers, the ministries of social policy, internal affairs, defense, science and education, public health, as well as the State Service of Emergency Situations and the Government.
