Chairperson of the Committee on Science and Education Liliia Hrynevych participated in the meeting of chairpersons of higher educational institutions of Ukraine on matters of implementation of the Law “On Higher Education”

The event took place on September 6, with participation of the Prime Minister of Ukraine Arsenii Yatseniuk and Minister of Science and Education of Ukraine Serhii Kvit in the building of Taras Shevchenko National University of Kyiv.

Addressing participants of the meeting, Liliia Hrynevych noted that there were 9 bills in the Verkhovna Rada since 2006 aiming to amend the Law “On Higher Education” and introduce changes into the Ukrainian higher education. “However, these changes became possible only after the Revolution of Dignity. Only then we managed to get the necessary amount of votes and in a democratic and pro-European manner adopt the Law “On Higher Education”, she stressed.  

The people’s deputy told that lots of new progressive provisions were introduced into the bill between the first and the second readings. “Sometimes we had to reconcile quite controversial interests. It is no secret that rectors’ interests sometimes do not coincide with lecturers’ interests, universities’ interests - with the employers’, and students’ interests - with parents’ ones. We tried to accommodate interests of everyone during a public dialogue in order to objectively increase the quality of higher education in Ukraine and form our system as a competitive one, able of entering the European Union.”

Liliia Hrynevych told that this Law will be introduced in three stages. The first stage lies in elaboration of subordinate legislation (orders, resolutions and instructions). The people’s deputy noted that this is the stage of producing documents that secure progress in this direction, starting with educational standards. She believes that “even in this early stage the universities can do a lot. It is quite important that issue is being seriously discussed in order to step by step bring university statutes in line with the law.” 

The Committee Chairperson stressed that the National Agency for Quality of Higher Education will start working on September first, 2015.

Apart from this, she stressed that the third stage will begin on January 1, 2016 “since then the articles, requiring additional financing, should come into force. However, we are well aware of the complicated situation in connection with Russia’s aggression and the financial and economic difficulties our country is facing today.” 

L.Hrynevych reported that she has registered the bill on amendments to the Budget Code in the Verkhovna Rada of Ukraine in order to implement provisions of the Law “On Higher Education” regarding accounts in the government banks.  

Addressing mass media representatives after the meeting, L.Hrynevych said that “there are certain standings that were not included into the Law “On Higher education”. Though, we understand that they need to be implemented.”

The people’s deputy stressed: “We understand that there is lot of work ahead of us, and our next task and challenge will lie in standardizing the Law “On Higher Education”.
