PLENARY MEETING OF THE VERKHOVNA RADA OF THE SEVENTH CONVOCATION WAS HELD ON FRIDAY, JULY 25, 2014.

Deputy Chair of the Verkhovna Rada of Ukraine Ruslan Koshulynskyi opened the morning meeting. He informed that the Verkhovna Rada had not received a statement of resignation from Arsenii Yatseniuk. "As soon as the statements is received, the Verkhovna Rada will consider it in due time", he said.   

R.Koshulynskyi announced deputies' inquiries. 

The Chair of the meeting informed that people's deputies Oleh Bukhovets and Vasyl Demediuk had entered the deputy's group "For peace and stability". 

Chairperson of the subcommittee of the Committee on Taxation and Customs Policy Serhii Teriokhin informed about the draft law on tax and customs control in a free economic zone of the Crimea, and on peculiarities of conducting economic activity on a temporary occupied territory of Ukraine (Reg. No. 4032a) in the second reading. He reminded the bill was adopted in the first reading two months ago, and was to be elaborated for the second reading according to a simplified procedure.     

The Committee representative informed that 317 proposals were received during elaboration of the bill.

S.Teriokhin also said that the bill is fully complied with the Cabinet of Ministers, the Ministry of Finance, the Customs Office, and the Tax Service. 

People's deputies considered the amendments to the bill.

R.Koshulynskyi put the bill to a signal voting. 177 MPs voted for. The decision regarding this bill will be adopted at the next plenary meeting. 

People's deputy Iryna Lutsenko reported on the draft law on amendments to several laws of Ukraine re strengthening protection of children's rights (Reg. No. 4100a) in the first reading. She justified necessity of adopting the bill by reminding about the partial mobilization.   

This bill suggests granting men and women who raise families with many children a mobilization suspension, and allow them to be mobilized only with their consent according to their address and a place of residence.

This bill also specifies the age of an underage child, which, according to the UN Convention and the Law "On Protection of Childhood", is 18 years. 

The draft law suggests including the age of an underage child into the Law "On Military Duty and Military Service", and exempting women who have children under 18 from military service. Moreover, the bill suggests exempting from mobilization men and women who raise and support disabled children of the first or second group. In this case, the age of such a child is prolonged to 23 years.       

Chair of the subcommittee of the Committee on National Security and Defence Serhii Hrynevetskyi read out a text of the bill which the Committee recommends that the Verkhovna Rada adopt as a basis and in entirety.  

The Verkhovna Rada adopted the bill as a basis and in entirety in the version suggested by the specialized Committee with 277 votes.

Chair of the Committee on Agrarian Policy and Land Relations Hryhorii Kaletnik informed about the draft law on amendments to article 122 of the Land Code of Ukraine re specifying powers of central executive authorities implementing state policy in the land relations sphere (Reg. No. 4286). He added that this bill suggests granting powers directly to territorial central executive authorities implementing state policy in the land relations sphere to manage public agricultural lands.

Following the results of the voting, the bill was rejected (48 in favour).

The draft law on amendments to several legislative acts of Ukraine re securing implementation of powers of the Verkhovna Rada of Ukraine when determining the structure of the Internal Affairs Ministry of Ukraine (Reg. No. 4016) was reported by the Deputy Chair of the Committee on Legislative Support of Law Enforcement Mykola Palamarchuk.

The speaker noted that the bill aims to secure implementation of powers of the Verkhovna Rada of Ukraine regarding determining structure of the Internal Affairs Ministry and legislative settlement of the activity of special units and military units of special-purpose of the Internal Affairs Ministry of Ukraine.

M.Palamarchuk reported the decision of the Committee to recommend the Verkhovna Rada adopt the bill as a basis. 

In the course of discussion, the people’s deputies raised voices against adoption of the bill.

Following the results of voting, the bill was rejected (59 votes in favor).

The draft law on amendments to several legislative acts of Ukraine re strengthening guarantees of lawful professional activity of journalists (Reg. No. 4013) was presented by the people’s deputy Valerii Karputsov.

Following the results of voting, the bill was not adopted (192 votes in favor). The repeated attempt was successful (232 votes in favor) and the bill was adopted as a basis.

The Verkhovna Rada adopted the Resolution “On celebration of the 90th birth anniversary of Pavlo Zahrebelnyi”.

Oleksandr Turchynov informed that he has received a letter form the President of Ukraine P.Poroshenko, in which Head of State insists that the Verkhovna Rada should decide on the vote of confidence to the Cabinet of Ministers.

Oleksandr Turchynov informed that he has entrusted the Verkhovna Rada of Ukraine Secretariat and the Institute of Legislation to work on the issue. He noted that “neither in the Constitution, nor in the Law “On the Cabinet of Ministers”, no institute of “vote of confidence” to government is present. That is why, perhaps, it is meant that the Verkhovna Rada should consider the resignation statement of the Prime Minister.”

Oleksandr Turchynov informed that the Verkhovna Rada has already received the resignation statement of the Prime Minister A.Yatseniuk. It will be registered and immediately referred to the specialized Committee and then submitted to the session hall.

Oleksandr Turchynov cited the last paragraph of the letter of the President, where the necessity to urgently (today, July 25) return to consideration of the bills on amendments to the Law “On the State Budget of Ukraine for 2014” and on amendments to the Tax Code, was stressed.

Oleksandr Turchynov suggested including the draft law on amendments to the Tax Code of Ukraine and several other legislative acts of Ukraine (re refining certain provisions), registered under No. 4309a, into the agenda.

The people’s deputies did not uphold the suggestion (185 votes in favor).

Neither did the MPs uphold the proposal to return to consideration of the bill on amendments to several laws of Ukraine reforming the management system in the Single Gas Transportation System of Ukraine (Reg. No. 4116a) (124 votes in favor).

The Presiding announced a break.

After the break, the people’s deputies took the floor with announcements, statements and proposals.

Deputy Chairperson of the Verkhovna Rada of Ukraine R.Koshulynskyi adjourned plenary session.

The people’s deputies will work with the electorate on July 28 and in the committees, commissions and factions on August 4-8.

Next plenary meeting of the Verkhovna Rada will be held on Tuesday, August 12.
