The bill suggests supplement article 124 of the Constitution of Ukraine with part six, under which “Ukraine can recognize the jurisdiction of the International Criminal Court on the conditions stipulated by the Rome Statute of the International Criminal Court.”
The people’s deputies drew attention to the fact that adoption of this draft law will strengthen the court system of Ukraine by establishing constitutional preconditions for recognizing by the state of Ukraine the jurisdiction of the International Criminal Court on the conditions stipulated by the Rome Statute of the International Criminal Court that will help increase the level of protection of the rights of the citizens of Ukraine.
It was stressed that in 2006 the Ukrainian Parliament adopted the Law of Ukraine that helped Ukraine accede the Agreement on the Privileges and Immunities of the International Criminal Court. Though, such Agreement is usually ratified after the Rome Statute, the then Chairman of the specializing committee S.Kivalov successfully insisted and Ukraine acceded the it.
Committee members believe that the Rome Statute of the International Criminal Court should be ratified by Ukraine in view of a great number of victims as the result of execution of criminal orders, caused by actions and inaction of high-ranking officials of the state, and in order to investigate other crimes.
