Expert round table "Ways of regulating issues in the sphere of national qualifications, frameworks of qualifications, and governing bodies of qualifications in the National framework Law "On Education" was held on June 25–26, 2014 in Taras Shevchenko Kyiv National University.
Representatives of the Verkhovna Rada, expert group on elaborating the draft law "On Education", representatives of the Ministry of Science and Education, social partners, and international experts participated in the discussion. The event was organized by the Committee on Science and Education together with the European Training Foundation and the Council of Europe.
Opening the meeting, Chair of the Committee Lilia Hrynevych claimed Ukraine now has an opportunity for overcoming several obstacles in the system of education management. There is a need for changes; there is a political will and support from the society.
"Regardless of the current war in Ukraine and regardless of the financial crisis, we have to offer the society a system of reforms. Next week the Parliament will consider the bill "On Education" in the second reading. Its adoption requires harmonizing the legislation in the educational sphere, particularly, adopting a new version of the basic law "On Education", she said.
Results of the round table shall give answers, firstly, to worldview questions regarding framework of qualifications and standards of education, and secondly, to questions on implementing a specific mechanism of qualifications framework into the Ukrainian educational system.
International experts gave a detailed overview of a respective international practice. Together with Ukrainian experts they discussed how Ukraine could use global experience in the process of updating its national legislation in the educational sphere.
Particularly, Senior Specialist in Qualifications of the European Training Foundation Arjen Deji explained why and how issues in the sphere of the National Qualifications Framework and qualifications shall be regulated. Vidmantas Tutlys informed about experience of elaborating a system of qualifications framework, functions and duties of agencies or bodies in the qualifications sphere, institutional regulation of national qualifications framework, and legal practice in Europe. Council of Europe Expert on Higher Education, Professor, Doctor Dennis Farrington, who has repeatedly consulted Ukrainian specialized ministry, made a speech on which provisions shall be included in the law on qualifications in the higher education sphere.
Expert of the "Programme on promoting external testing in Ukraine", people's deputy of the second convocation Volodymyr Kovtunets, Chair of the Vocational Education and Training Department of the Ministry of Science and Education of Ukraine Viacheslav Suprun, President of the International Foundation for Education Policy Research Taras Finikov, first Vice-President of the National Academy of Pedagogical Sciences of Ukraine Volodymyr Luhovyi also shared their experience in this sphere.
Participants of the event have in detail analysed provisions of articles of the draft sector of the law "On Education" regarding national qualifications framework.
Summing up, Lilia Hrynevych stressed that "it is important that the educational system is open and dynamic, so that a person can have a choice and can decide how and what educational services they can obtain and how to form their general educational trajectory. Our task is for this law to design such an open and flexible system. The Law should open new opportunities for everyone, it should not force anyone".
