The bill (Reg. No. 3805, refined) is aimed at eliminating imbalance in the energy, financial and information flows in the energy sector, as well as in the housing and utilities sector, at creating conditions for fair competition and ensuring efficient, as well as transparent control at the state level.
The draft suggests regulating legal relations connected with introducing and functioning of the Unified State System for monitoring the production, supply, transportation, consumption and payment for fuel and energy resources and utilities.
Main tasks of the Unified State System for monitoring the production, supply, transportation, consumption and payment for fuel and energy resources and utilities are:
providing physical and legal persons with an objective and reliable information about volumes of extraction, producing, conversion, transporting, preserving, supply, consumption of fuel and energy resources and utilities according to the legislation;
ensuring transparent conditions and rules for functioning of fuel and energy resources and utilities market;
forming economically justified prices and tariffs for fuel and energy resources and utilities; etc.
The bill should be adopted considering the lack of real energy balance.
It was mentioned that introduction of the Unified State System for monitoring the production, supply, transportation, consumption and payment for fuel and energy resources and utilities will achieve informational insurance and transparency of energy resources markets.
The Committee members upheld the bill, adoption of which will create necessary conditions for introducing and functioning of the Unified State System for monitoring the production, supply, transportation, consumption and payment for fuel and energy resources and utilities.
