 PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SEVENTH CONVOCATION WERE HELD ON THURSDAY, JUNE 5.

Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov opened the morning plenary session and informed that Kyiv City Council should hold its first meeting today. The meeting will be headed by the newly elected city mayor Vitalii Klychko. 

Oleksandr Turchynov informed also that the people’s deputy V.Klychko wrote a resignation letter in connection with his election to the post of Kyiv city mayor.

The Verkhovna Rada has terminated powers of the people’s deputy V.Klychko by 255 votes.

The people’s deputies took decisions on the previously discussed issues.

The Verkhovna Rada adopted the following draft laws as a basis: on amendments to the Law “On Association of Co-Owners of Multi-Storey Building” (re preventing violations of rights of apartments and non-residential premises owners) (Reg. No. 2469a); on amendments to the Civil Procedure Code of Ukraine and the Code of Administrative Proceedings of Ukraine (re securing appellate and cassational appeal of court acts) (Reg. No. 3263); and on amendments to article 30 of the Law “On Local Self-Government of Ukraine” re records and technical inventory (Reg. No. 2371).

The draft laws on amendments to the Law “On the State Budget of Ukraine for 2014” (re financial support to the Depositor Guarantee Fund) (Reg. No. 4983) and on amendments to the laws of Ukraine on fighting terrorism (Reg. No. 4985) were included into the agenda.

The people’s deputies adopted the bill as a basis and in entirety by 239 votes.

The Verkhovna Rada adopted the draft resolution on establishing Interim Inquiry Commission of the Verkhovna Rada of Ukraine on examining the use of funs transferred by citizens of Ukraine to support the Armed Forces of Ukraine, and the expenditures of the State Budget of Ukraine aimed at needs of the Armed Forces of Ukraine (Reg. No. 4968) by 313 votes.

Parliamentarians considered several issues in the second reading.

The Verkhovna Rada adopted in entirety the following draft laws: on metrology and metrological activity (Reg. No. 4583); on standardization (Reg. No. 4585); on amendments to the Law “On social and legal protection of military men and their families” (re guarantees in the special period) (Reg. No.4369); on amendments to clause 9 of sector II “Final Provisions” of the Law “On amendments to several legislative acts of Ukraine (Reg. No. 2471a); and on amendments to article 34 of the Law of Ukraine “On the Principles of the State Regulatory Policy in Economic Activity” (re proposals of the specially authorized body) (Reg. No. 0934).

The bills registered under No. 0888 and 0907 were recommitted.

Following the results of voting, the draft law on amendments to several legislative acts of Ukraine re protection of investors’ rights (Re. No. 2013a) was rejected.

The people’s deputies considered the issue of dismissal of judges and took the respective decisions.

Parliamentarians continued consideration of the bills in the second reading.

The following bills were adopted in the second reading and in entirety: on amendments to the Law “On Advertising” (re bringing it in line with European Convention on transfrontier television) (Reg. No.0940); on amendments to several laws of Ukraine re names of national commissions exercising state regulation in the sphere of securities market and financial services markets (Reg. No. 0969); on amendments to several legislative acts of Ukraine on education re organization of inclusive studying (Reg. No. 2878); and on amendments to the Law “On State Land Cadastre” re canceling fees for entering and amending data of the State Land Cadastre (Reg. No. 3061). 

The Verkhovna Rada adopted the resolutions “On Recommendations of the parliamentary hearings entitled “Taras Shevchenko as a figure of world significance (dedicated to the 200th birthday anniversary)” (Reg. No. 4867) and “On adopting recommendations of parliamentary hearings entitled “Accessibility and quality of secondary education: the state and ways to improve” (Reg. No. 4062-д).

The morning plenary session was adjourned.

During the evening session, the people’s deputies granted a hearing to the report of the Finance Minister Oleksandr Shlapak on Main directions of budget policy for 2015.

According to him, Main directions of budget policy for 2015 were elaborated in line with the predetermined priorities of the Activity Programme of the Cabinet of Ministers in order to stabilize Ukrainian economy in 2015.

The draft Main directions of budget policy for 2015 determines goals and tasks of the budgetary policy for the next year and includes provisions referred to in article 33 of the Budget Code of Ukraine. 

Chair of the Budgetary Committee Yevhenii Heller reported the decision of the Committee to recommend the Verkhovna Rada adopt the draft Main directions of budget policy for 2015 in the version adjusted by the Committee.

Ye.Heller informed about main stands of the Committee, enshrined in the draft resolution (Reg. No. 4749-д).

Summing up, Minister of Finance O.Shlapak said that the government agrees with remarks and proposals of the Committee on Budget.

 Representatives of deputies' factions and groups discussed the bill on Main directions of budget policy for 2015, expressed their remarks and made suggestions.

People's deputies did not uphold (125 in favour) the draft law on Main directions of Budget Policy for 2015 (Reg. No. 4749-д).

MPs then considered the draft law on amendments to several laws of Ukraine re preventing (minimalizing) negative influence on stability of banking system (Reg. No. 4938).

Reporting on the draft, First Deputy Chairman of the Committee on Finance and Banking Oleksii Kaida claimed that it stipulates create efficient mechanisms of ensuring stability of banking system during crisis, preventing worsening of the situation at money-credit market, etc.  

People's deputy claimed that introducing amendments stipulated by the bill will create legal basis for applying efficient measures with ensuring stability of banking system under circumstances of high financial risks.

O.Kaida also reported on the Committee's decision to recommend that the Verkhovna Rada adopt the bill as a basis. 

People's deputies did not uphold the bill in the first reading (180 in favour).

The Chairman said that the decision on this bill will be adopted at next meetings.

MPs considered one more bill regarding improvement of legislation in banking sphere - on amendments to the Law of Ukraine "On the State Budget of Ukraine for 2014" (re financial support of Depositors Insurance Fund) under Reg. No.  4983.

People’s deputies also discussed draft laws on amendments to sector XX “Transitional Provisions” of the Tax Code of Ukraine re peculiarities of taxation of software industry subjects (Reg. No. 2063-д) and on amendments to several laws of Ukraine re ensuring social guarantees of workers of mining, mine building (coal building) enterprises, state paramilitary emergency rescue services (formations) in the coal industry (Reg. No. 2203a).    

Decisions on the considered bills will be made at next meetings.

Oleksandr Turchynov announced resignation of people’s deputy Yu.Medianyk from the Party of Regions faction, and adjourned the morning meeting.

Next plenary meeting of the Verkhovna Rada will be held on Friday, June 6.
