Higher education action plan in: prognosis and risks were discussed during the round table discussion organized by the Committee on Science and Education

“The core idea of the National action Plan for 2013 is optimization and economy in education. Fulfillment of the Presidential figure: 18 students per one lecturer can lead to dismissal of more than 30 thousand of lecturers from Ukrainian educational institutions,” noted the Committee Chair Liliya Hrynevych during the round table discussion.  

She drew attention to the fact that contrary to the Constitution, the National Action Plan for 2013 significantly decreases citizens’ rights and guarantees of access to education. Thereat, the quality of education will only worsen.

L.Hrynevych believes that “the changes should aim not at reaching formal unfounded figures, but at real increase of educational quality. That is why we should abolish negative provisions of this plan”.  

According to the Committee Chair, clause No. 39.2 of the Action Plan for 2013 caused the most indignation.

L.Hrynevych noted that we should realize that dismissal of any number of lecturers is primarily, “the fates of people that will find themselves outdoors and will be left without means of subsistence.  All this will be done only for the government to report on boosting figures”.   

“If we talk about the quality of education we should suggest functioning mechanisms to increase it. As of today, such mechanisms are suggested in the alternative bills on higher education registered under numbers 1187-1 and 1187-2 that are under consideration in the Verkhovna Rada,” stressed the people’s deputy.   

The Committee Chair believes that “formation of state policy in the sphere of education should be brought back to the Verkhovna Rada”.   

Following the results of round table discussion, the Committee shall approve the respective address to the President of Ukraine and bodies of executive power.
