Three bills on higher education registered in the Verkhovna Rada of Ukraine under No. 1187 and the two alternative bills registered under No. 1187-1 and No. 1187-2 have been discussed during the meeting.

The Chairperson of the Committee stressed that the Ukrainian society faces a dilemma what kind of higher education we will have during the next ten years. 

According to Liliya Hrynevych, the bill that should be adopted in the Verkhovna Rada cannot represent the interests of one group of people. “It cannot be students’ or rectors’. It cannot be targeted at the interests of employers only. We need to elaborate such a bill that shall consolidate and harmonize interests of all groups interested and shall represent interests of the whole society and elaborate mechanisms of increasing higher education in the country,” stressed the Committee Chairperson.    

“If we want real shifts in developing higher education we should open possibilities for this development. Such possibilities are opened by alternative bills,” noted Liliya Hrynevych.

The Chairperson of the Committee called for the rectors of higher educational institutions to join elaboration of the legislative document. “Lots of you see drawbacks in each bill. We need to elaborate the text of the law and thus, we need professional discussion, so that the elaborated law could help us develop higher education and not vice versa”.

Additional information: The two alternative bills registered under No. 1187-1 and No. 1187-2 stipulate independency of educational institutions and transfer of the basic regulatory functions to the independent bodies.
