The bill (Reg. No. 2846) suggests granting the Cabinet of Ministers of Ukraine the right to restructure actual budget arrears as of January 1, 2013 by issuing financial treasury bills according to the procedure and in the amount established by the Cabinet of Ministers. It is stipulated to perform VAT refund by issuing financial treasury bills in the order established by the Cabinet of Ministers of Ukraine and on a voluntary basis.
It is suggested exclude clause 7 of Final Provisions of the Law “On the State Budget of Ukraine for 2013”.
Following the results of consideration of the bill in the first reading, the Committee took the decision to recommend the Verkhovna Rada adopt the bill as a basis and in entirety with consideration of proposals.
