The Committee on Social Policy and Labour discussed application of the Law "On Employers' Organizations, Their Unions, the Rights and Guarantees of Their Activity" during the round table discussion

People’s deputies, representatives of ministries and departments, other bodies of state authorities, all-Ukrainian trade unions and employer’s unions, scientists participated in the event.
The Chairman of the Committee Petro Tsybenko noted that the law adopted by the Verkhovna Rada on 22 June 2012 created qualitatively new principles of participation of employers’ organizations and their associations in solving collective labor disputes (conflicts), collective negotiations on the conclusion of collective agreements in the field of vocational training, retraining, skills upgrading.
The Chairperson of the subcommittee on state social insurance, development of social dialogue and activities of citizens associations, parties to the social dialogue Liudmyla Denisova noted that, with the adoption of this law, employers' organizations and their unions act as the separate party of collective negotiation process on the conclusion of collective agreements and in solving collective labor disputes.
L.Denisova noted that relationship between employers and bodies of state authorities got better – employers participate in meeting of the Cabinet of Ministers and governmental committees.
According to people’s deputies, 29 all-Ukrainian unions of employers are registered in Ukraine, including one international.
The Chairperson of the Committee on Science and Education Liliya Hrynevych noted in her speech that the law laid down the essential rights of employers regarding determination of the content of education; however, they are not regulated and are not detailed, particularly due to the obsolescence of the Law "On Higher Education".
According to her, children who acquire vocational or higher education should receive speciality demanded on the labor market, and employers should give them the opportunity of probation, work and decent salary.
As a result of the round table discussion, its participants adopted respective recommendations and proposed the Cabinet of Minister, together with parties of social dialogue, to develop and submit to the consideration by the Verkhovna Rada a bill on amendments to several laws of Ukraine re resolving issues related to the application of the current Law "On Employers' Organizations, Their Unions, the Rights and Guarantees of Their Activity".
