The Committee on Freedom of Speech and Information recommends that the Parliament should adopt as a basis the bill on amendments to the Law “On the System of Social Television and Radio Broadcasting of Ukraine”

The bill (Reg. No. 1076-1) suggests a new version of the current law entitled “On Social Broadcasting of Ukraine”.

The document suggests establishment of the “Social Broadcasting of Ukraine” (SMU) by the Cabinet of Ministers of Ukraine as a legal entity of public law in the organizational and legal form of non-profitable state institution.  

Under the bill, submitted by the people’s deputies of Ukraine Andriy Shevchenko, Taras Kutovyi and Ihor Miroshnychenko,  suggests that Social Broadcasting should be established on the basis of National Television Campaign of Ukraine, National Radio Campaign of Ukraine, State Television and Radio Broadcasting Company (DTRK) “World Service “Ukrainian Television and Radio Broadcasting”, DTRK “Kultura”, regional DTRK, DTRK “Krym”, Kyiv DTRK, Sevastopol DTRK, the Ukrainian TV Films studio Ukrtelefilm” and the Ukrainian National News Agency “Ukrinform”. 

The bill determines principles of Social Broadcasting activities, and foremostly its institutional and editorial independency, as provided by the international standards.

The bill includes provisions according to which, the Social Broadcasting should be mainly financed at the cost of the State Budget.

It is planned to ban broadcasting of advertising, information about sponsors and teleshopping programs on the SMU television broadcasting.
