Ihor Kalyetnik: Bicameral Parliament in the Ukrainian realty may cause twice as many problems

Bicameralism may be ineffective in Ukrainian reality.

The First Deputy Chairman of the Verkhovna Rada of Ukraine Ihor Kalyetnik stated that during the interview with information agency “Holos UA”.  

He assumed that the idea to the change parliamentary system in Ukraine appeared as a result of ineffective work of the Verkhovna Rada during the last four months and is stipulated by strivings to find right format of Parliament that would allow avoiding obstacles in its activity.     

 “The idea of bicameral parliament means equal representation of regions, especially those that have different territory and population, like in the USA and Russia. Which is not typical for Ukraine, as its regions are approximately equal in size and population,” Ihor Kalyetnik said.

He assumed also that the other aim of creating bicameral parliament is to provide stability during decision making.  

“Usually the cadence of the upper chamber is longer than in the lower chamber of parliament, and the procedure of election to the upper chamber is more simple. Lawmakers will be the representatives of the lower chamber. Representatives of the upper chamber do not write bills, they only adopt them,” the First Deputy Chairman of the Verkhovna Rada explained.

He noted that “today deputies “of one chamber” can find common language.” If the theoretical system of parliament will be changed, we can expect conflicts between the lower and upper chambers.”    

 “To put these issues to a referendum, it is necessary explain people for what they will be voting. Besides, the political and legal culture should come before bicameral system. That is why, I think that this issue is not that topical,” Ihor Kalyetnik summed up.
