Greetings of the Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak on the occasion of holding the 40th meeting of the BSEC Economic, Commercial, Technological and Environmental Affairs Committee in Ukraine

 I am happy to welcome participants of the 40th of the BSEC Economic, Commercial, Technological and Environmental Affairs Committee in Ukraine on a hospitable Ukrainian land!

The 20-year existence experience of the Parliamentary Assembly of the Black Sea Economic Cooperation proofs that the dialogue, being firmly established within the Assembly, bases on economic, social, scientific and technical, as well as cultural and informational interests of the BSEC member states; brings nations of the Black Sea region together and positively influences their multilateral cooperation. For the whole period of its multilateral activity the PABSEC has attached significant attention to strengthening of different aspects of economic, political, social, and other inter-state cooperation.   

There is no doubt that effective cooperation between our countries, as well as discovering the potential of our Organization in full requires attention in regard to constant refinement of forms and deepening coordination of activities of all structures of the Black Sea Economic Cooperation: the BSEC, the PABSEC, the BSEC Business Council, the Black Sea Trade and Development Bank and the International Centre for Black Sea Studies.

We are living in the on-changing world today, in which the states of the region face new challenges that require flexible reaction, adoption of quick and non-standard decisions and effective collective actions.  Under such circumstances, the increasing role of parliamentarism is especially important for providing beneficial political foundations and the required legal terrain for adaptation of the BSEC member states to the problems of globalization. In view of importance of this mission, the long-term prospective planning and formation of the respective BSEC future action plan is plainly required, especially with consideration of intertwined efforts and close interaction of structures representing legislative and executive branches of power. Constant efforts of the Verkhovna Rada of Ukraine, whose delegation actively participates in the work of the Parliamentary Assembly BSEC from the first days of its establishment, are focused on fulfilling these tasks.     

Current theme of the PABSEC Committee meeting – “Development of cooperation in the sphere of search and rescue operations at the sea among the BSEC member states” – is, without doubt, topical for all of us. Apart from this, I am deeply convinced that the result of fruitful discussions within the Committee shall be the development of common mechanisms and principles of such cooperation.

It is within our common interest, to turn the Black Sea zone into a zone of stability and prosperity.

I wish you, dear colleagues, fruitful work, success in implementing tasks and tangible results in achieving this noble aim!
