The Committee on Matters of Pensioners, Veterans and Persons with Disabilities recommends that the Parliament should adopt as a basis the draft laws aimed at settling the issue of receiving humanitarian aid in Ukraine

The Committee took the decision to recommend the Verkhovna Rada to adopt as a basis the bills on amendments to the Law “On Humanitarian Aid”: re the activities of the Commission on Humanitarian aid at the Cabinet of Ministers of Ukraine (Reg. No. 2623) and re recognition of consignments as a humanitarian aid tacito consensus (Reg. No. 2649).

 

Committee members noted that the Verkhovna Rada has adopted the Law “On amendments to several legislative cats of Ukraine re the activity of the Ministry of Finance of Ukraine, the Ministry of Economic Development and Trade of Ukraine and other central bodies of executive power activities of which are directed and coordinated by the respective ministers” enacted on 02/12/2012.

 

Under the law, functions of the Commission on matters of Humanitarian Aid at the Cabinet of Ministers have been transferred to the specially authorized state body on maters of humanitarian aid (as a of today – the Ministry on Social Policy). 

 

The Committee noted that there is a complicated situation connected with the long-standing process of recognizing consignment a humanitarian aid. According to the data of the State Customs Service of Ukraine, there is boned humanitarian aid form 504 donors on the customs territory of Ukraine (as of 10/03/2013).

 

In view of the abovementioned, the Committee took the decision to address the Cabinet of Ministers with a request abolish fees for storing humanitarian aid consignments provided by donors and delayed due to the failure of authorities to recognize it a humanitarian aid.
