People’s deputies of Ukraine, representatives of ministries and other central bodies of executive power, as well as Human Rights Commissioner of the Verkhovna Rada of Ukraine Secretariat on human rights and military formations participated in the discussion.
The Chairman of the subcommittee on social and legal protection of military men and members of their families Serhiy Hrynevetskyi stressed the need to thoroughly analyze measures carried out by all branches of state power, as well as the results of implementation of parliamentary hearings recommendations.
S.Hrynevetskyi drew attention to the fact that a lot of laws, especially on social protection lack mechanisms for implementation of their provisions, which is the main problem of Ukrainian legislation.
Members of the Committee believe that the housing problem of the state can and should be settled by cheapening the mortgage housing credit rate. “State’s economy cannot develop at 25 percent rate,” stressed the Chairman of the subcommittee.
The topicality of settling the housing problem of military men, discharged from military service, was also stressed by the Head of the Economic Provision Department of the Security Service of Ukraine, Major-General M.Bondarchuk; the Deputy Commander in Chief of the Internal Troops of the Ministry of Internal Affairs on the work with personnel, Major-General V. Moldavchuk; the Head of the Administration of the State Border Guard on personnel training Major-General S.Savin; the Acting Director of the Department of Social and Humanitarian Policy of the Ministry of Defense O.Smyrnov; and the representative of the State Service for the disabled and veterans S.Osypenko. They noted that this issue could be settled without adopting new additional programs, i.e. it is necessary to ensure proper funding of the existing ones.
Maksym Androsenko, the Head of the Department on adaptation of former military men of the Ministry on Social Policy noted that “social adaptation is a social process, including a range of methods aimed at adaptation of a person to new social conditions”.
It was suggested to elaborate mechanisms to attract investments for construction of housing for military men, persons discharged from military service and members of their families.
Participants of the discussion recommended the subcommittee on social and legal protection of military men and members of their families to develop suggestions and refer them for consideration by the Committee.
