The Committee on Matters of Pensioners, Veterans and Persons with Disabilities recommends that the Parliament should adopt as a basis the draft law to amend the Law “On Mandatory State Pension Insurance” (re strengthening social protection of children, deprived of parental care)

The bill (Reg. No. 2205) suggests amending clause 4 of article 48 of the Law “On Mandatory State Pension Insurance” stipulating that children deprived of parental care should receive full pay pensions in connection with the loss of a breadwinner and during the period of full custody of the state. Pensions should be transferred to their personal bank accounts. Other children that are in full custody of the state (including children deprived of parental care) are paid 50 per cent of the appointed pension that shall be transferred to their personal bank accounts. Thereat, the rest of the sum is transferred to the bank account of the institution, where such a child is in full custody of the state, and shall be directed exclusively at improving living conditions of children in these institutions. 

Committee members emphasized that they uphold the suggest initiative in entirety, for it aims at strengthening social protection of children deprived of parental care and at eliminating the existing difference in pension provision of these children and orphans.
