According to the document, the Protocol supplements the United Nations Convention against transnational organized crime. It shall be interpreted together with the Convention.
The purpose of this Protocol is to promote cooperation among States Parties in order to prevent and combat trafficking in firearms, their parts and components and ammunition.
Protocol shall apply, except as otherwise specified, to prevent the illicit manufacturing of and trafficking in firearms, its parts and components and ammunition and to the investigation and prosecution of the offenses established in accordance with article 5 of this Protocol, where those offenses are transnational in nature and involve an organized criminal group.
The Protocol does not apply also to interstate operations or to state transactions in cases where the application of the Protocol would prejudice the right of States Parties to take measures in the interests of national security under the Charter of the United Nations.
