The Committee on Economic Policy recommends that the Parliament should reject the draft law to put the economy of Ukraine on innovational development model

The bill (Reg. No. 1053) suggests determine legal and organizational basis of state policy in the field of modernization of Ukraine’s economy as based on its transition to the innovational development model.

It was stressed that the Central Scientific Experts Office of the Verkhovna Rada Secretariat deems that “the bill does not poses an independent subject of legislative regulation, since the vast majority of social relations, which, under the bill, are suggested for regulation, are already standardized by current legislation. Thus, the bill cannot be upheld in this version”. The Ministry of Finance believes that “the majority of articles of the bill are settled by the regulatory legal acts, while implementation of others will require additional budget expenses and, thus, adoption of the bill in the suggested version is inexpedient”.
