The Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety recommends that the Parliament should adopt as a basis the draft law to amend the law on mining (re expanding the list of persons who have the right to compensation instead of receiving free coal for domestic needs)

The bill (Reg. No. 2158) was developed to specify types of heating, using which personnel of mining enterprises and the closed down or stand-by mining enterprises; pensioners who have worked on coal mining (conversion) or coal producer enterprises; disabled and family members of workers who died at coal mining (conversion) enterprises will have the right to compensation of public utilities instead of receiving free coal for domestic needs. Compensation shall be provided at the cost of subventions from the state budget to local budgets  

 Following the results of discussion, the Committee took the decision to recommend the Parliament to adopt the bill, registered under No. 2158, as a basis and as such that suggests a clearer determination of the subject of regulation. Thereat, the provisions of the analogous bill registered under No. 2158-1 (on amendments to articles 43 and 48 of the Mining Law of Ukraine) should be considered while preparing the bill for the second reading.
