According to the document (Reg. No. 2384), the minimal share of official messages, movies, videos, broadcasts and programs adapted for perception by persons with hearing disabilities (subtitles or hand-language) should be not less than 5 percent of the daily broadcasting from 07:00 to 22:00.
It is planned also to oblige television broadcasting organizations to provide subtitles and translation into hand-language of official messages, movies, videos, broadcasts and programs.
The bill proposes also to empower the National Television and Radio Broadcasting Council of Ukraine to supervise the provision of subtitles and translation into hand-language of official messages, movies, videos, broadcasts and programs.
