The Committee on the Rule of Law and Justice does not uphold the bill to amend several legislative acts of Ukraine (re introduction of a death penalty as kind of punishment)

The bill (Reg. No. 2128) aims at increasing criminal responsibility for the most severe crimes: wilful murder, brigandage, banditry, terrorism act, and narcotics trade.

 

The bill suggests amend Criminal, Criminal Procedure and Criminal Executive Codes in order to introduce death penalty as a kind of punishment for committing a felony, and establish conditions and procedure for executing such penalty.

 

People’s deputies believe that any legislative suggestions regarding introduction of a death penalty contradict the provisions of Constitution, in view of their interpretations provided by the Constitutional Court.

 

Apart form this, it was noted that the Verkhovna Rada has ratified protocol No. 6 to the Convention for the Protection of Human Rights and Fundamental Freedoms on February 22, 2000 which stipulates abolition of a death penalty in peacetime.
