ON THURSDAY, 21 MARCH, THE VERKHOVNA RADA OF UKRAINE CONTINUED WORKING IN THE PLENARY REGIME.
At the beginning of the morning session the Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak read the names of the absent people’s deputies.
The Chairman announced about the creation in the Verkhovna Rada several inter-faction deputy unions.
People’s deputies went back on a consideration of appointing local elections.
The Chairman reminded that yesterday the Committee on State Building and Local Self-Government was entrusted to research the issue of appointment of elections of Vasylkiv, Alchevsk and Novodnistrovsk city mayors.
Volodymyr Rybak informed that the Committee recommends that the Parliament should appoint the elections on June 2, 2013.
The Verkhovna Rada adopted these resolutions with the majority of votes.
Other resolutions on appointments of early local elections were also adopted by the Parliament.
Faction of the Communist Party of Ukraine did not participated in voting.
The Chairman announced the results of personal registration, read the names of the absentees and mandated to block their deputy’s cards.
Volodymyr Rybak announced the consideration of the issue of early elections to the Kyiv City Council and Kyiv City Mayor.
Representatives of the oppositional factions demanded to consider this issue under a certain procedure.
Valeriy Karpuntsov reported on the draft resolution (Reg. No. 1030) on appointing early elections of Kyiv City Council deputies and Kyiv city mayor on June 2, 2013.
The Chairman of the Committee on State Building and Local Self-Government Davyd Zhvaniya reported on the decision of the Committee to recommend the Verkhovna Rada to adopt the draft resolution as a basis and in entirety.
By results of voting, the draft resolution lacked voices to be adopted (179 votes “for”). “Party of Regions” and Communist Party did not vote.
A break in the plenary meeting was announced
After the break, on demand of “Batkivshchyna” and “UDAR” factions, the Chairman announced a break for consultations.
Leaders of “Batkivshchyna” and “UDAR” factions A.Yatsenyuk and V.Klychko explained the reason for a break: factions demanded to continue voting for appointing the elections of Kyiv City Council deputies and Kyiv City Mayor.
Leader of the “Party of Regions” faction noted that the faction will support the adoption of the draft law as a basis.
People’s deputies continued the consideration of the draft resolution.
By results of voting (293 votes “for”), the draft resolutions was adopted as a basis.
The Chairman adjourned morning session.
At the beginning of the evening session people’s deputies re-considered a range of laws with proposals from the President of Ukraine.
The Representative of the President of Ukraine in the Verkhovna Rada Yuriy Miroshnychenko reported on the proposals by the President of Ukraine to the Law “On Development of Production and Consumption of Biological Fuels”. He informed on the remarks by the President of Ukraine, in this regard the law can not be signed. The President of Ukraine proposed the Verkhovna Rada to withdraw the bill.
The Chairman on the Agrarian Policy and Land Relations Hryhoriy Kalyetnik reported on the decision of the Committee to recommend the Parliament to accept the proposal of the President of Ukraine regarding withdrawal of this law.
The Verkhovna Rada did not support the proposal of the President of Ukraine regarding withdrawal of the law (143 votes “for”).
People’s deputies failed to override veto of the President of Ukraine on this law (113 votes “for”).
People’s deputies did not support the proposal of the President of Ukraine on withdrawal and, failing to override the veto, withdrew the Law “On Amendments to the Law of Ukraine “On State Support of Agriculture of Ukraine”.
The Law “On Amendments to Article 3 of the Law of Ukraine “On State Support of Agriculture of Ukraine” regarding regulation of milk prices” was recommitted for revision.
The laws “To amend the Law of Ukraine “On Labour Protection” and “To amend several legislative acts of Ukraine regarding limitations in the use of assisted reproductive technologies” were withdrawn.
Arseniy Yatsenyuk reported on the draft resolution on establishing the Interim Inquiry Commission of the Verkhovna Rada of Ukraine on investigating facts of consideration of expression of will of Ukrainian people during 2012 parliamentary elections.
The draft resolution was adopted (166 votes “for”).
The Chairman adjourned the evening plenary meeting.
The next plenary meeting of the second session will be held on Friday, March 22.
