The Committee on Science and Education held a workshop meeting with education trade unions and discussed the state of normative legal regulation of remuneration and observance of legislatively determined social guarantees for teaching employees

People’s deputies, members of the Committee Vitalina Dzoz, Anton Dorokhov, Andriy Parubiy, Oleksandr Sych and Iryna Farion, as well as representatives of central bodies of state executive power, Central Committee of the Trade Union of Education and Science of Ukraine, heads of the commissions on science and education of regional councils, leaders of local bodies of executive power and bodies of local self-government in the sphere of education, and heads of regional organizations of education and science trade unions participated in the meeting.

 

Representatives of the Ministry of Economic Development and Trade, the Ministry of Finance, the Autonomous Republic of Crimea, Dnipropetrovsk, Zakarpattya, Luhansk, Kharkiv, Khmelnytsk, Cherkasy and Chernivtsi regions were not present at the workshop.

 

The Committee Chair Lidiya Hrynevych informed that “in 2013, for the first time during the past eight years, the government did not increase educators’ salary, as a result, each teacher under receives from UAH 300 to 2 000 monthly. The government has to compensate these funds”.   

 

She noted also that the Cabinet of Ministers postpones adoption of the Resolution “On remuneration increase for the personnel of institutions and organizations of separate branches of budgetary sphere for 2013”. 

 

L.Hrynevych noted that a young teacher, who has just come to school, receives UAH 1 300 – 1 500 per month, which is not enough to survive.

 

The Committee Chair stressed that the key task for today is to make the government fulfill the General agreement on reducing the gap between base official salary and minimum wage, which amounts to UAH 1147. “Batkivshchyna” faction has already referred the respective resolution to the Parliament. 

 

“If we want our education to be qualitative, we have to first of all motivate teachers and return them social state guarantees. Ukrainian teacher has to be a real medium class, as it is in all developed countries,” said L.Hrynevych. 

 

The Chairperson of the Committee invited participants of discussion to become members of the working group on preparation of legislation on teacher’s social status and recovery of primary guarantees to the educators.
