The Committee on Science and Education approved recommendations of the committee hearings “On legislative support to higher education development in Ukraine” and considered a range of other issues

The Chairperson of the Committee Liliya Hrynevych stressed that the topicality of the issue of legislative support of the higher education system reforms in Ukraine is noted in the recommendations. Functional national system of higher education was overall developed since independence. According to the Chairperson of the Committee, this system preserved achievements of the past and considerable scientific and pedagogical potential that, in certain conditions, are able to influence the changes in educational sphere, in its innovational development direction.   

Liliya Hrynevych emphasized also that there are certain achievements in Euro-integrational issue and fulfillment of engagements regarding realization of the Bologna Declaration provisions. She drew attention to the fact that the range of regulatory acts regarding the activity of higher education was adopted; multilevel system of higher education was implemented. “The most successful educational reform in democratic Ukraine was external independent evaluation which changed the procedure of entry to the higher education institutaions,” L.Hrynevych noticed.  

Taking into considerations all the above mentioned, the participants of the hearings decided to recommend the President of Ukraine to supplement the program of economic reforms for 2010-2014.  

The Verkhovna Rada was recommended to consider during the first reading the draft laws on higher education Reg. No. 1187, 1187-I, 1187-II, to prepare and consider the consolidated draft law “On higher education.”

The Ministry of Education and Science was recommended to use additional measures to give state support for the education of professionals who stimulate the development of primary branches of economy.    

After the discussion of recommendations by the people’s deputies, the recommendations were supported by all the participants. The text of the recommendations can be found on the web-page of the Committee on science and education.  

The agenda of next hearings of the Committee was adopted.

After the discussion of the report of the State Service of Ukraine on protection of personal data, on the implementation of the Law "On Personal Data Protection", the Committee decided to recommend the Cabinet of Ministers, according to the paragraph 5 of Article 24 of the Law "On Personal Data Protection", to ensure determination of the structural department or responsible person who organizes the work related to the protection of personal data during the data processing.
