Presenting the results of the work for the previous year, the Chairman of the National Council Volodymyr Manzhosov drew attention to the fulfillment of three main functions by the Council: promotion of the television and radio industry development, regulation of the activity of television and radio broadcasting market and monitoring of adherence to current legislation by licensees.
Committee members made several critical remarks to the report of V.Manzhosov. Thus, the Chairman of the subcommittee on television and radio broadcasting Mykola Kniazhytskyi noted that the National Council has violated certain provisions of the Law “On Television and Radio Broadcasting” while holding tender for places in digital multiplexes.
Participants of the discussion drew attention also to “shadow schemes in radio frequency distribution, non-transparent tender processes, blatant lobbying of interests of certain providers of digital multiplexes”, etc.
By results of discussion, it was decided to recommend the Verkhovna Rada reject the Report of the National Council for 2012. Five out of eight people’s deputies voted for this decision.
Committee members have also discussed the issue of selecting candidates for the vacant post of member of the National Council. The vote was held regarding each of 12 candidates recommended by the deputy factions and public organizations. The Committee supported all the candidates and decided to recommend the Verkhovna Rada hold a preferential voting among the following candidates:
