The Committee on the Rule of Law and Justice recommends that the Parliament should adopt as a basis and in entirety the draft law to amend the Law “On Judiciary and the Status of Judges” (re refining activities of the High Qualification Commission of Judges of Ukraine)

It was noted that the bill (Reg. No. 2340), submitted by the people’s deputies S.Kivalov, O.Makhnitsyi, P.Petrenko and R.Romaniuk, aims at refining activities of the High Qualification Commission of Judges of Ukraine, considering the requirements of practical implementation of its authorities.
According to S.Kivalov, the bill suggests change the deadline to accept candidates’ documents for judicial selection, change the amount of educational grant for candidates that undergo special training in the National School of Judges of Ukraine, and appoint the High Qualification Commission of Judges of Ukraine the chief controller of the State Budget funds in the part of financial support of its own activities and the activities of the National School of Judges of Ukraine.
Members of the Committee agreed that the changes suggested will allow optimize distribution of budget funds, ensure rational use of budget funds, and promote adherence to the principle of reasonableness and proportionality as regards to citizens’ social protection and financial possibilities of the state.
People’s deputies believe that there is an objective necessity in on-line decision-making regarding financial support to selection of candidates for the post of judges; special training of judges; and the activity of the National School of Judges. At the same time, parliament members believe that the issue of granting the Commission authority to participate in preparation of suggestions to the draft State Budget of Ukraine is not less important.
