The Committee on Science and Education held hearings “On legislative support to higher education development in Ukraine”

More than 250 participants took part in the discussion of three bills registered in the Parliament. Besides the deputies-members of specialized committees Liliya Hrynevych, Oleksander Sych, Iryna Farion, Andriy Parubiy, Rostyslav Pavlenko, Oleksander Zubchevskyi, Mykola Soroka, the people’s deputies Lesya Orobets, Volodymyr Lytvyn, Hryhoriy Kalyetnik participated in the hearings with their reports and proposals.   

 

The Chairperson of the specialized committee of the Verkhovna Rada Liliya Hrynevych emphasized that choice is always better than no alternative. In her opinion, the bill which has been prepared within the last five years was not adopted by the Parliament because of the lack of an alternative. Now three bills are proposed for consideration.

 

In her speech, L. Hrynevych noted that the deputies will have to choose between two models of higher education: the preservation of corruption system or the development in line with the best world standards. She outlined also the basic principles of qualitative higher education, stressing that they should be legislated.

 

L. Hrynevych is convinced that these provisions are consolidated by the bills on higher education No. 1187-1 and № 1187-2. According to her, a new law on higher education should be adopted on their basis.

 

The reports of the Deputy Minister of Education and Science, Youth and Sport Oleksiy Dniprov, Academician Anatoliy Zahorodniy, the First Vice-President of Academy of Science, Academician Volodymyr Lyhovyi, Academician of Academy of Science, people’s deputy Volodymyr Lytvyn were presented.

 

The issues of discussion were: the accessibility to higher education, the role and the development of External Independent Testing, management of higher education etc.

 

Participants of the committee hearings proposed to determine and present to the Parliament a development model of higher education - a model of the country development.
