The bill (Reg. No. 2052) suggests introducing commercial accounting for heat energy and water to all categories of population.
People’s deputies believe that introduction of commercial accounting for heating energy and water to all categories of population will ensure rational use of these resources, reduce negative impact on environment and increase the level of state energy preparedness.
Committee members drew attention to legal uncertainty of a number of terms used in the bill.
Representatives of the Ministry of Regional Development, Construction, Housing and Communal Services as well as the National Commission executing state monitoring in the sphere of communal services participated in the meeting. The representative of the Commission believes the bill requires significant refinement.
