Opening the hearing, the Committee Chair Davyd Zhvaniya noted that during the whole period of independent Ukraine the status of the capital, its role and place in the system of state power as well as relations with the “center”, were the subject of attention and discussions. “The events that occur in Kyiv have always attracted substantial public interest. It is understandable, since Kyiv is the capital of Ukraine and events taking place here influence the life of whole Ukraine,” noted the people’s deputy.
He said that current system of self-government in Kyiv functions according to the Law “On the Capital of Ukraine – the City-Hero Kyiv”, adopted in 1999. “The then created system of self-government exists for more than eleven years already and does not solve a lot of problems,” said Davyd Zhvaniya.
He noted also that the law determining the status of the capital requires refinement. It has been discussed long ago and the previous composition of the Committee prepared respective amendments to the current document.
During the round table discussion a number of draft legislative documents regarding settlement of the status of the capital city were discussed.
Participants of the round table discussion drew attention also to the draft laws registered under No.No. 1084, 2278 and 2279.
The issues of election date of Kyiv mayor and deputies of Kyiv City Council, financial basis for implementing executive power and local self-government in Kyiv as well as amendments to the Law "On Elections of deputies of the Verkhovna Rada of Autonomous Republic of Crimea, local councils, and village, township and city mayors” were discussed.
Summing up the results of the meeting, Davyd Zhvaniya stressed that "such format of professional discussion with the community and experts allows for elaborating most optimal solutions to the problems." He noted also that the Committee will discuss all proposals submitted during the round table discussion at their next meetings. It will also decide on each legislative document regarding refining the legal status of Kyiv and refer them to the parliament for consideration.
