Information of the State Agency of Ukraine for state corporate rights and properties management, the Ministry of Ecology and Natural Resources, the State Service for Geology and Mineral Resources of Ukraine, the State Environmental Inspectorate and the State Environmental Protection Administration in Kirovohrad region in regard to this issue was also heard.
Director of the Department of industry, industrial infrastructure and state property of Counting Chamber I.Zaremba noted that construction of the Kryvyi Rih Ore-Dressing and Processing Enterprise of oxidized ores (KHZKOR), initiated by the USSR jointly with Council for Mutual Economic Assistance member states in the middle of 80-ies of the XX century was not completed within the scheduled date.
It was noted that the Cabinet of Ministers did not ensure establishment of integrated system of legal and organizational support in order to complete construction of the KHZKOR. A separate law to settle this issue was not adopted.
O.Kalenkov noted that the KHZKOR problem-solving plan remains unfulfilled due to failure to revive negotiation process with the countries involved in construction of the plant and also due to prolongation of reorganization process of the debtor "KHZKOR Board of Directors" by the Economic Court of Kirovograd region.
According to information provided by O.Kalenkov, the Agency for State Property considers, within its authorities, possible measures to be taken to eliminate violations and shortcomings revealed by the Counting Chamber.
People’s deputies stressed the necessity of elaboration of integrated system of legal and organizational support in national legislation to complete construction of the KHZKOR as well as conservation of raw materials required for functioning of the Kryvyi Rih Ore-Dressing and Processing Enterprise of oxidized ores.
The Committee plans to generalize information and prepare the respective decision.
