Explanation of the Press Service of the Verkhovna Rada of Ukraine Secretariat

Taking into account content and nature of the public statement of three deputy factions on January 31 this year, the Press Service of the Verkhovna Rada of Ukraine Secretariat explains the following.

 

 

Due to the legal nature of this meeting, any collective decision adopted during the meeting cannot produce any mandatory legal consequences at the level of a parliamentary act, for such a deputy meeting cannot be considered an extraordinary session of the Verkhovna Rada of Ukraine.

 

We remind that the Chairman of the Verkhovna Rada of Ukraine exceptionally granted the permission to hold the meeting of three deputy factions in the session hall in the building of the Parliament, in view of the quantitative composition of three deputy factions and limited number of seats in the conference hall. The Chairman of the Parliament took the abovementioned decision considering the address of the leader of the deputy faction of the All-Ukrainian Union “Batkivshchyna” asking to maintain holding of this event in the conference hall in the building of the Parliament at address 5, Hrushevskoho Street.    

 

As it was informed earlier, three letters of the people’s deputy of Ukraine A.Yatseniuk, pertaining to legal aspects of holding of an extraordinary session, were registered in the Verkhovna Rada of Ukraine Secretariat as well as the letter of A.Yatseniuk with a demand to convene an extraordinary session of the Parliament in view of 11 sheets with signatures of people’s deputies.     

 

It should be mentioned that the Chairman of the Verkhovna Rada of Ukraine did not break any prescription of the Rules of Procedure in the part of holding of an extraordinary session.

 

By results of the inspection carried out by the Parliamentary Secretariat, it turned out that the initiators of the extraordinary session failed to collect the required number of signatures of people’s deputies. 7 of 158 signatures did not correspond to the original, while the other 10 cast doubt on their authenticity, for the deputies whose signatures were on the list were not on the territory of Ukraine on the day of signing. Thus, only 141 of the required 150 signatures were, no doubt, authentic.

 

As is well known, the opposing factions took the decision to hold the meeting after the Chairman of the Verkhovna Rada of Ukraine mandated the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine to determine actual number of authentic signatures of people’s deputies in regard to holding an extraordinary session.
