Issues connected with implementation of a new state system of state registration of rights to immovable property and their encumbrances as well as the activities of technical inventory bodies, were discussed in the Committee on Economic Policy

Representatives of State Registration Service of Ukraine, Ministry of Regional Development, construction and housing and utilities sector, Kharkiv City Council and Technical Inventory Bureau participated in the event.

Opening the meeting, the Committee Chair Andriy Ivanchuk noted, in particular, that the newly established system of state registration of rights to immovable property and their encumbrances is imperfect, for it cannot satisfy the rights of citizens to real estate in full. He stressed also that the abovementioned issues drew public attention and numerous addresses regarding the problem were referred to the Committee.

People’s deputies discussed the fact that on July 5, 2012 the Verkhovna Rada adopted the Law “On Technical Inventorying of Real Estate Objects”, which was returned to the Parliament by the President with his proposals on August 17, 2012 (Reg. No. 0988).

 

The head of the Committee stressed the importance of balancing state interests and interests of local self-government bodies, protection of owners’ interests and creation of mechanisms for interaction of state registration bodies and technical inventorying bodies.

 

Considering the importance and topicality of the issues raised, A. Ivanchuk informed everyone present that these issues would be discussed at hearings held by the committee, which are planned for mid-February this year.
