The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak deems the main task of authority lies in directing budgetary possibilities towards realization of top priority reforms and implementation of social initiatives of the President of Ukraine.
“We should implement the package of top priority initiatives in social and economic spheres, ensure positive dynamics of economy and increase the possibilities of State Budget in 2013,” Volodymyr Rybak said on Friday during the meeting with the representatives of local authorities and bodies of local self-government in Donetsk region.
In this context, the Chairman of the Parliament focused on the necessity of rational use of budgetary funds in the current year.
“Since the budgetary resource is limited, the main task of authority is to direct budgetary possibilities in full towards realization of top priority reforms and implementation of social initiatives of the President of Ukraine,” he said. “The increase of social standards, particularly, that of subsistence level and minimum salary by 7,4% under inflation rate forecast less then 5%, is established in the budget”.
Thereat, the Chairman of the Verkhovna Rada of Ukraine emphasized that any of the reforms, including social, should be implemented with consideration of interests of local self-government and regional development. “The main thing, in the unitary state like Ukraine, is the effective decentralization of government and financial system,” Volodymyr Rybak claimed. “I am convinced that only the funds required for execution of nationwide powers and maintenance of public institutions should remain in the center. Part of the funds should be spent on balancing regional development with regard to different level of regions’ development. And the rest of funds – 60-65 per cent – should remain in regions, there, where national wealth is being created and the future of Ukraine is being built,” he underlined.
The Chairman of the Parliament called consistent implementation of policy of social justice and modernization of employment policy to be the most important direction of everyday work in the new year.
Volodymyr Rybak said also that State Regional Development Fund is expected to start functioning this year. He called the agricultural sector to be one of the key areas of reforming, noting that reforming should lie in promotion of effective farming forms.
The Chairman of the Parliament noted also that
prolongation of moratorium on agricultural land sale should be used to create
proper conditions for full-fledged
functioning of land market.
