The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak claims about the legality of his actions while considering personnel matters in the Parliament as well as the procedure of Rada-3 system implementation

“With reference to the announcement made by the press service of the “UDAR” Party, mass media spread information that the leader of this political force Vitaliy Klychko filed a claim against the legality of actions of the Chairman of the Verkhovna Rada of Ukraine while voting out of office the Head of the National Bank of Ukraine Serhiy Arbuzov and appointing Ihor Sorkin for this post.  

The Party has also filed a case in the Highest Administrative Court to rule the resolution of the Verkhovna Rada regarding dismissal of S.Arbuzov from the post of the Head of the National Bank and appointment of I.Sorkin for the abovementioned post, illegal.   

In connection with this, I would like to stress once again that according to article 88 of the Constitution of Ukraine, the Chairman of the Verkhovna Rada holds the meeting of the Verkhovna Rada.  While considering the abovementioned issues, I fulfilled constitutional requirements and provisions of Regulation in the part of ensuring their consideration.

Thereat, I yet again drew attention of the people’s deputies to the necessity of strict adherence to the requirements of Constitution in the part of personal voting.  

Hence, there is hardly any reason to doubt the legitimacy of such my actions.

What concerns the initiative of the people’s deputies - members of the political party “UDAR” to file constitutional petition to verify compliance of the Verkhovna Rada resolutions on staff appointments with the Main Law, I hope that the Constitutional Court shall consider this issue with regard to requirements of the Main Law.  

The press service of the “UDAR” Party informed also that people’s deputies – members of this political force will, at the beginning of the next session, raise a question regarding the necessity of implementing Rada-3 system with sensor button.

In connection to this, I would like to remind once again that some of the leaders of the opposing factions have, almost five years ago, initiated the development of this system. The system was established in 2008, but for some reason not implemented. Apparently, there must be reasons not only of political, but also economic, organizational, technical and legal nature.

Due to this, I entrusted the Committee on Rules of Parliamentary Procedure to examine all the aspects of implementation of this system, consider this issue during the meeting of the Committee that includes representatives of all deputy factions, and refer well grounded proposals to the Parliament to be considered,” the Chairman of the Verkhovna Rada of Ukraine said.
