The problems of preservation of Hostynnyi Dvir (Hospitable Court), National Conservancy “Sofiya Kyivska”, National Kyiv Pechersk Historical and Cultural Coservancy, state conservancy “Ancient Kyiv” and other objects of cultural heritage were considered at the hearings in the Committee on Culture and Spirituality

Opening the hearings, the head of the Committee Vyacheslav Kyrylenko stressed thatdespite some positive developments that have taken place since adoption of the basic legislative act in the sphere of cultural heritage preservationthe LawOn Protection of Cultural Heritage” – the situation is not getting radically better.”According to him, there appear new challenges and problems “connected with the possibility to strike oil.”

 

Participants of the hearings noted also that there is a serious situation around unauthorized archeological excavations, and legal support of cultural heritage is progressing very slowly. They believe that lack of proper legal basis, as well as subjects listing the objects of cultural heritage (i.e. respective local bodies) has lead to the fact that the function of recording cultural monuments is in crisis.

 

According to the speakers, financing of respective capital works is unsatisfactory.

 

Participants of the event paid attention to the fact that the LawOn Protection of Cultural Heritagestipulates establishment of specially authorized bodies of cultural heritage protection at the central and local levels.

 

They said also that the protection agreements are not concluded, recording of cultural heritage objects is not performed properly, no financial sanctions are applied for violation of legislation protecting cultural heritage, and so on.

 

By results of discussion, participants of the hearings proposed that the Cabinet of Ministers should elaborate the respective recommendations. In particular, the speakers believe that the Cabinet of Ministers should cancel the Resolution No. 1380 of August 15, 2011 “On exclusion of the building of Hostynnyi Dvir from the list of architectural monuments of the Ukrainian SSR protected by the state” and not adopt further decisions on exclusion of cultural heritage objects from the State Register of real estate monuments of Ukraine.

The Verkhovna Rada was proposed to support addition of the Hostynnyi Dvir building to the list of cultural heritage monuments that are not subject to privatization approved by the Law of Ukraine No. 574-VI of 23.09.2008 (the respective bill is registered under No. 1033).

 

Participants of hearings believe that the Cabinet of Ministers, the Ministry of Culture, the Ministry of Regional development, Construction and Housing and Municipal Economy, and the Kyiv City Council should announce a moratorium to any construction of the territory of the object “Kyiv: St. Sophia Cathedral, Kyiv Pechersk Lavra and adjacent monastery buildings” listed on UNESCO Cultural Heritage List, and within its preservation (buffer) zone.
