Volodymyr Rybak: It is impossible to carry out administrative-territorial reform amidst political instability

It is impossible to carry out administrative-territorial reform amidst political instability. This was stressed by the Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak in the interview to Dzerkalo Tyzhya (Mirror of the Week) newspaper.

According to V.Rybak, if we enter into consideration of territorial boundaries of regions it may lead to “another sorting out of relationship and population will be involved in confrontation”.

Apart from this, the Chairman of the Parliament said, the discussion regarding the form of government has not been stopped. According to him, different political forces treat this issue differently. Some believe that Ukraine should remain a unitary state, others - that it should become a federative one, since, than regions will acquire more authorities and receive more funding. “I do not know where we will finally stop, but now we have to work within the framework of current Constitution,” V.Rybak said. The Chairman of the Parliament expressed an idea that the Constitutional Assembly may, among other things, consider this issue.
