The Verkhovna Rada will start its law-making work on January 10. Bills on ratification shall be considered primarily. It is stipulated to consider also proposals to the laws by the President of Ukraine that were adopted by the Verkhovna Rada of Ukraine of the VI convocation, in case the committees fail to consider them.
This was stated by the First Deputy Chairman of the Verkhovna Rada of Ukraine Ihor Kalyetnik.
Particularly, the Parliament shall reconsider laws on introduction of marking of excisable oil products, on limitations on use of assisted reproduction technologies, on production and circulation of organic agricultural products and raw materials, on technical inventory of estate property and the bill on heritage registration. It is also planned to consider amendments to the Land Code.
“According to the Rules of Procedure, bills adopted by the Verkhovna Rada of VI convocation in the first reading shall be considered by the new Parliament. Moreover, the bills that did not pass the first reading also include some constructive ideas as, for instance, introduction of a single tariff monitoring system for housing and utility services, or amendments to the anti-corruptive law which, unfortunately, currently does not work. I believe that the deputies of the VII convocation will consider such initiatives,” I.Kalyetnik emphasized.
He stressed that the Verkhovna Rada of the VII convocation has to increase the quality of legislative work. According to the First Deputy Chairman of the Verkhovna Rada, the Parliament of the V convocation considered almost four thousand bills. Deputies of the VI convocation submitted and registered almost 14 thousand of bills of which only six thousand were considered in the session hall, and only 1,500 became laws.
“There was a huge process of legislative work. But what is the effect? As a result, only 2-3 dozens of bills were really oriented at solving the existing problems of Ukrainians. Practically only each ninth document registered by the deputies of previous convocation became a law. All the rest were of “popular art” nature.” That is why our main aim is to maximally publicly discuss the bills at the stage of being prepared by experts, scientists, and publicity, for we have not a process, but the result,” Ihor Kalyetnik said.
