The interns of the Program of Internship at the Verkhovna Rada of Ukraine and Central Executive Bodies for 2012-2013 learned the procedure of submission and passage of bills in the Verkhovna Rada

During the workshop, people’s deputy of the Verkhovna Rada of Ukraine of the first convocation, Vice-President of the Association of People’s Deputies of Ukraine Volodymyr Kryzhanivskyi familiarized the participants of the program with the main provisions of the Law “On the Rules of Procedure of the Verkhovna Rada of Ukraine”.
V. Kryzhanivskyi stressed that under chapter IV of the Constitution of Ukraine, the Verkhovna Rada is a single legislative body in the state.
He drew attention of participants to article 102 determining that “the bills are usually considered by the Verkhovna Rada following the procedure of three readings. The process of consideration and adoption of a bill includes:
1) first reading – discussion of main principles, provisions, criteria and structure of the bill, and its adoption as a basis;
2) second reading – discussion article by article and adoption of the bill in the second reading;
3) third reading – adoption of the bill that requires refinement and agreement in entirety.
The expert noted also that the Verkhovna Rada can take the decision on final adoption of the bill after the first or second reading if the bill is considered as such that does not require refinement.
V. Kryzhnivskyi informed that the text of the law adopted by the Verkhovna Rada shall be processed by the main committee within ten days – it should be countersigned by the head, the head of the secretariat of the committee or the authorized persons and submitted to the Chairman of the Verkhovna Rada to be signed. The law is signed by the Chairman of the Verkhovna Rada and passed to the President immediately.
Under article 132 of the law on the Rules of Procedure, if the President of Ukraine vetoed the adopted law and returned it with his substantiated proposals, the results of the voting are cancelled and the procedure of repeated consideration of the document by the Verkhovna Rada begins.
V. Kryzhanivskyi said also that the procedure of adopting the bill end with publication of its text in the Holos Ukrayiny (Voice of Ukraine) newspaper and in the Herald of the Verkhovna Rada of Ukraine.
