The following laws were adopted in entirety:
“On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine”
The Law amends article 26 of the current law and provides the following version of the part one of this article:
“1. People’s deputies are registered personally before the beginning of each plenary meeting. Registration shall be based on presentation of people’s deputy’s certificate and personal signature. People’s deputy is registered in the session hall with the help of the electronic system, in a way that prevents a people’s deputy from being registered by another person”.
The Law provides new versions of clause 1 of part two of article 37, and of article 47, part 3. The latter is also supplemented with part four, preventing a people’s deputy from blocking consideration of the agenda items.
The law comes into force on the day following the day of its publication.

“To amend the Tax Code of Ukraine re further improvement of tax and charges administration”
The Law provides the definition of the finance bill and determines that treasury bill and bank bill are the types of financial bill.
The Law enlists payers and non-payers of the special tax on transactions of alienation of shares and derivatives operations.
The Tax Code is supplemented with article 215-1 re “Transactions of alienation of shares and derivatives operations”
The Law provides the amount of the tax that should be imposed for selling shares on the stock exchange or for selling securities outside the organized stock exchange, for derivatives operations on the stock exchange, etc.
The respective bill was registered under No. 11285.
“To amend several legislative acts of Ukraine re further improvement of tax and charges administration”
The legislative act specifies certain provisions of tax administration by amending the following laws: "On Registrars use of payment transactions in trade, Catering and Service”, "On State Regulation of Securities Market in Ukraine", “On State Registration of Legal Entities and Private Individuals – Entrepreneurs”, “On the circulation of bills in Ukraine”, "On Securities and the Stock Market" and some other, as well as the Budget Code of Ukraine.
The respective bill was registered under No. 11284.
“On the State Budget of Ukraine for 2013”
Under the Law, the revenue of the State Budget for 2013 totals UAH 361.510.089,1 thousand which includes the revenue of the general fund of the State Budget in the amount of UAH 315.224.383,6 thousand and the revenue of the special fund of the State Budget in the amount of UAH 46.285.705,5 thousand, according to Appendix No. 1 to this Law.
The Law fixes the expenditures of the State Budget for 2013 in the total of UAH 410.660.505,7 thousand which includes the expenditures of the general fund of the State Budget in the amount of UAH 363.649.669,8 thousand and the expenditures of the special fund of the State Budget in the amount of UAH 47.010.835,9 thousand.
The Law also envisages the following:
repayment of loans to the State Budget of Ukraine for 2013 in the total of UAH 12.100.105,7 thousand, including repayment of loans to the general fund of the State Budget of Ukraine in the total of UAH 4.208.533,1thousand, and repayment of loans to the special fund of the State Budget of Ukraine in the total of UAH 7.891.572,6 thousand;
issue of loans from the State Budget of Ukraine for 2013 in the total of UAH 13.381.689,1 thousand, including issue of loans from the general fund of the State Budget of Ukraine in the total of UAH 317.783,8 thousand, and issue of loans from the special fund of the State Budget of Ukraine in the total of UAH 13.063.905,3 thousand;
the limit deficit of the State Budget of Ukraine for 2013 in the total of UAH 50.432.000 thousand, including the limit deficit of the general fund of the State Budget of Ukraine in the total of UAH 44.534.536,9 thousand, and the limit deficit of the special fund of the State Budget of Ukraine in the total of UAH 5.897.463,1 thousand, , according to Appendix No. 2 to this Law.
The Law fixes the size of subsistence minimum per person at the level of UAH 1108 since January 1, and UAH 1176 since December 1, and per persons pertaining to the main social and demographic groups:
for children under 6: UAH 972 since January 1, and UAH 1032 since December 1;
for children from 6 to 18: UAH 1210 since January 1, and UAH 1286 since December 1;
for able-bodied persons: UAH 1147 since January 1, and UAH 1218 since December 1;
for the persons who lost their working capacity: UAH 894 since January 1, and UAH 949 since December 1.
The Law fixes minimum salary for 2013:
monthly payment at the level of: UAH 1147 since January 1, and UAH 1218 since December 1;
hourly wages at the level of: UAH 6,88 since January 1, and UAH 7,3 since December 1.
The Law was adopted with consideration of proposals by the Committee on Budget.

“To amend the Law of Ukraine “On the State Budget of Ukraine for 2012” (re redistribution of budgetary funds)
The Law redistributes expenditures of the State Budget of Ukraine. Particularly, assignations to the Ministry of Finance were increased by UAH 1370000 thousands, in order to implement the budgetary program “additional subsidies from the state budget to the local budgets” (code 3511060). The increase is made at the cost of general reduction in the same amount of budget allocations to the Ministry of Economic Development and Trade; the Ministry of Public Health; the Ministry of Regional Development, Construction and Housing; the Ministry of Agriculture and Food; the Ministry of Emergency Situations; the Ministry of Finance of Ukraine, and the Central Election Commission.
The Law was adopted with consideration of proposals by the Committee on Budget.
The respective bill was registered under No. 11476.
A number of resolutions on awarding scholarships and prizes of the Verkhovna Rada of Ukraine, regarding procedural issues, etc. were passed.
