The State Budget for 2013 should be adopted by current composition of the Parliament since, otherwise, problems with social payments will arise – V.Lytvyn

The Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn hopes that 500 copies of the draft State Budget for the next year will be delivered to the Parliament by 5 p.m. today.

 

Answering journalists’ questions during the briefing after the meeting of the Conciliatory Council, V.Lytvyn expressed an idea that consideration of the State Budget for 2013 should be the only item of the agenda of the work of the Parliament. “The main economic law of Ukraine is such an important document that it would be irrelevant to consider anything else apart from it,” he said.

 

According to the Chairman of the Parliament, “members of the Conciliatory Council are well aware of it”. Answering the question whether the Verkhovna Rada has enough votes to adopt this document, V.Lytvyn noted that “first of all we need to have a look at the content of the Budget, on its main characteristics, and then, surely, we need to look for votes”.

 

The Chairman of the Verkhovna Rada noted that “this Budget can be a priori called bad”. “I cannot recall, whether there has ever been a good budget,” he said. He reminded thereat that in case the draft Budget is not adopted, payments are financed ??in the ratio of one twelfth of the budget of this year.

 

According to V.Lytvyn, if we take one twelfth of the financed social payments on the basis of their amount in January 1 and December 1, 2012, then it is clear that if the Budget is not adopted people will lose a lot. “That is why, despite all the complexity of this Budget, we should proceed from the fact that it is more beneficial for people to have it”.  

 

The support of the draft Budget in the Parliament will, according to V.Lytvyn, depend on how complicated it is, as well as on its characteristics. Thereat, he expressed conviction that “it is better for people to have this Budget, than none. We should vote for it”.

 

Answering journalists’ questions, V.Lytvyn informed that the Ministry of Finance will present the State Budget for 2013. The Ministry specializes in preparing the main financial document of the state.
