In particular, the Committee recognized the bill to amend several legislative acts of Ukraine re securing stable operation of strategic enterprises in the energy sphere (Reg. No. 11421) as non-contradictory to the legislation of the European Union.
By the subject of legal regulation the bill belongs to the energy sphere, including nuclear energy, and is governed in the legislation of the European Union by the Directive 2003/54/EC of the European Parliament and of the Council of 26 June 2003 concerning common rules for the internal market in electricity and repealing Directive 96/92/EC, and the Treaty establishing European Community.
The Committee recognized the bill on by-products of animal origin not intended for human consumption (Reg. No. 11362) as non-contradictory to the legislation of the European Union and Ukraine’s obligations within WTO.
By the subject of legal regulation the bill belongs to the sphere of consumer rights protection and health care and life protection of people, animals and plants, legal relations in which are governed in the European Union by the following Regulations of the European Parliament and Council: 178/2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety; 882/2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules; the Directive 96/23/EC on measures to monitor certain substances and residues thereof in live animals and animal products and repealing Directives 85/358/EEC and 86/469/EEC and Decisions 89/187/EEC and 91/664/EEC; the Directive 96/22/EC concerning the prohibition on the use in stockfarming of certain substances having a hormonal or thyrostatic action and of ?-agonists, and repealing Directives 81/602/EEC, 88/146/EEC and 88/299/EEC; Regulation 852/2004 of the European Parliament and Council of 29 April 2004 on the hygiene of foodstuffs; the WTO Agreement on the Application of Sanitary and Phytosanitary Measures.
