The Committee on Finance and Banking, Taxation and Customs Policy recommends that the Parliament should adopt as a basis the bill to amend several legislative acts of Ukraine re further improvement of tax and charges administration

The bill (Reg. No. 11284) has been prepared for comprehensive solution of tax administration problems, and creation of conditions for the state tax service bodies to perform their functions more effectively, and ensure balance of the state budget.

 

The respective amendments shall be made to the LawsOn Foreign Economic Activity”, “On the Procedure of Settlements in Foreign Currency”, “On Application of Registers of Settlement Operations in Transportation, Public Catering, and Services”, “On the State Regulation of Production and Turnaround of Ethyl, Cognac and Fruit Alcohol, and Tobacco Products”, as well as to the Budgetary Code of Ukraine.

 

The bill harmonizes certain provisions of the abovementioned legislative acts with the norms of the bill to amend the Tax Code of Ukraine (re further improvement of tax and charges administration) (Reg. No. 11285).

 

In the course of discussion, people’s deputies stressed the fact that certain provisions of the bill cannot be supported. With consideration of the conclusions by the Central Scientific Experts Office of the Verkhovna Rada Secretariat, the Committee recommends that the Parliament should not uphold these amendments.

 

Members of the Committee stressed also that the text of the bill requires substantial technical and legal refinement. By results of discussion, the Committee resolved to recommend that the Verkhovna Rada should adopt the bill as a basis with exclusion of chapters I and II, paragraph two of clause 2 of chapter III, and chapter IV.
